I am in Washington State. What is the earliest I can apply Pennington Pro Care Crabgrass Control Plus .37 Prodiamine 0-0-7 after the ground thaws to prevent Poa Annua and Crabgrass?

Pennington Pro Care Crabgrass Control Plus .37 Prodiamine 0-0-7  should be applied prior to germination of target weeds.  If Crabgrass is your target weed, the right time to apply is when the soil temperature at a depth of one inch is greater than 55 degrees for at least a week.  It would be a good idea to contact your local cooperative extension office for advice on the best time to apply in your specific region.
