When applying a product like Barricade 4FL Pre-Emergent Herbicide (Prodiamine) you should inspect the lawn and see if the soil is still saturated or not. Sometimes an inch of rain is absorbed well into the soil, and other times the soil may already have a lot of moisture and that could cause runoff and uneven weed control. If it was only a light rain and the soil is not saturated it should still be okay to apply. You do need to be sure to water in with irrigation or rainfall after application as directed on the label
Barricade 4FL Herbicide can be applied once or twice per year as long as you don't go over the 1.1 ounces per 1000 sq. ft per year(21 oz per acre/per year) for Turf Type Tall Fescue.
Doing a split application 60-90 days following the 1st application will give you longer residual control as opposed to a single application. We would recommend doing a second application at the 0.5 oz rate per 1000 sq ft to get the longer monthly residual.
Please review the charts of page 12 & 12 of the product label for more information.

Yes, once you apply Barricade 4FL Pre-Emergent Herbicide (Prodiamine) in February, you can apply fertilizer at or around the same time. The only time we don't recommend applying a fertilizer is if it already contains a pre-emergent. If it is only a fertilizer, you can apply it at any time.
Ideally watering in is done right after application of Barricade 4FL Pre-Emergent Herbicide but can be within 7 days of application. Timing your treatment with the rainfall is the best way to go as long as not too much! It only needs to be watered in ½ inch.
We always recommend using products exactly as directed on the product label for several reasons. First, a product label has been reviewed and approved by the EPA and, therefore, provides the legally allowed uses for a product such as an insecticide or herbicide: The Label is the Law. Second, lots of time and money goes into developing and testing products, which means the label rates are what have been proven scientifically to be effective for treating the pests/weeds/diseases on that label. Using more is not necessarily going to be better. In fact, using too much Barricade 4FL Pre-Emergent Herbicide can cause undesired effects on your turfgrass and on the environment, and simply wasting your time and money.
