If trees are heavily infested, then they were probably already susceptible to the insects due to disease or other stress, and it is best to remove those trees. For prevention, you can use a pyrethrin spray such as Permethrin SFR in Spring and again later in the Summer to help prevent this pest from infesting other trees.
