I sprayed last week and still see no signs of winter weeds dying

Eraser 41% Weed Killer Herbicide can be used anytime weeds are actively growing.  If the weeds you are treating for are not actively growing, the product will not affect them.  Keep in mind that, depending on what you are treating, it can take up to 2 weeks to see full results.
