Can Monterey Horticultural Oil remove sooty mold scale for my sylvester palms?

Answer:

Monterey Horticultural Oil its not labeled specifically for sooty mold, but according to NC Extension article: "If one of the horticultural oils is used for control, it also has the advantage of helping to loosen sooty molds from the plant surface. This hastens the weathering away of the sooty molds."  it will help with any insects on the plant.
