Can Propiconazole 14.3 and Heritage G be applied to a newly seeded lawn?

I purchased Propiconazole and HeritageG. My bluegrass lawn just germinated over a week ago and it's already 2 inches tall. When is it safe to use the products I mentioned above?

There is no set time restriction between seeding/grass germination and applying fungicides such as Propiconazole 14.3 and Heritage G.
