Can i spray Bonide Eight Insect Control Vegetable, Fruit and Flower on peach trees now as they are just budding?

Do I need to wait. last year I had a good many on the tree but they all fell off except 1, it has worms in it. I have Peach trees in my yard, 3 of them that this will be the 2nd. year for 1 and 1st. 1st. for the other 2.

Bonide Eight Insect Control Vegetable, Fruit and Flower label states to apply when insects first appear by wetting the plant to the dripping point. You cannot make more than 8 applications per season.
