Can Surflan's effectiveness be diminished by too much rain following application?

I understand that at least 1/2"-1" of rainfall or irrigation within 21 days of application is required activate Surflan. Will heavier rain, such as 3"-5" following application diminish the product's effectiveness at all?

Answer:

Surflan Pro Herbicide (Oryzalin 40.4%) can be effected by that much rain if the treated soil is displaced.
