Yes, Pendulum 2G Granular Herbicide can be applied to dormant lawns to prevent the listed weeds from germinating.  It will not control anything already emerged and is more professional grade than Atrazine.  For poa annua control it should be applied in the fall and then again early spring.  We have a helpful guide here.
