Can you apply Pendulum 2G to a garden bed before planting tomatoes?

Pendulum 2G is not labeled to be used around anything edible.  We do carry 2 products labeled for use in vegetable gardens:   Monterey Ornamental & Vegetable Weeder and Hi-Yield Herbicide Granules.
