You can use Prodiamine 65 WDG anytime during the year as long as the ground is not frozen or covered with snow or ice and the air temperatures are above freezing. Keep in mind that most spring weeds will start to germinate when soil temperatures reach about 55 degrees, so you do not need to apply if soil temperatures are below that threshold. You will probably need to rotate pre-emergent herbicides throughout the year in Florida since you have an almost constant growing season. This will help you avoid annual maximum application rates of any one herbicide.
