Can you blanket spray this on bermuda? Directions mention spot spraying but nothing on broadcast spraying.

Yes, Negate 37WG is labeled safe to use on Bermuda as long as you are following the instructions on the product label. Per the label in reference to bermuda and zoysia, "The effects of NEGATE 37WG on these turfgrasses during transition have not been fully evaluated."
