Yes, Certainty Herbicide can safely be used on Bermuda grass.
The best time to apply Certainty for poa annua or for any of the other listed weeds on the label would be when they are actively growing. You should mix Certainty with a surfactant to increase its effectiveness.
It would be best to call your local county extension office for when to apply any type of herbicides or insecticides in your area. They will know exactly when you should apply it in your specific county.

The Certainty Herbicide label states the best results are obtained when target weeds are actively growing and not disturbed by mowing for at least 2 days before and 2 days after an application.
Certainty Herbicide is a great option for annual bluegrass (or poa annua), in a zoysia lawn. The mixing rate is 3-5 small scoops or 1-2 large scoops per gallon of water per 1,000 sq. ft. It is strongly recommended to also use a surfactant with this product to increase the effectiveness.
Certainty Herbicide can be used to control Johnsongrass in a Bermuda lawn.

Certainty Herbicide - 1.25 oz. is labeled to be applied over Dwarf Azalea. It will also treat for the Virginia Buttonweed and ivy you are wanting to kill.
Certainty Herbicide - 1.25 oz. bottle will suppress Dallis grass. Per the product label:
For suppression of Dallis grass in Bermuda apply this product at a rate of 1.25 oz per acre in a tank mix with 2lbs MSMA per acre and .25 oz Non Ionic Surfactant. Re apply same tank mix 2-4 weeks after initial application.
Barricade 65WG would be an excellent pre-emergent product choice to treat dallisgrass(Paspalum).
Once Certainty Herbicide and Celsius has been mixed, it should be used within 24 hours. This is the general rule for all pesticides.
