Unfortunately, Certainty Herbicide is not labeled for spurge. We would recommend a product like Monterey Spurge Power, as it is labeled to be used in a Bermuda lawn. You would not want to do any seeding any sooner than 3-4 weeks after application of this product.
According the the product label on Tenacity Herbicide, there has not been any testing on whether there are any issues with it being mixed with Certainty Herbicide or not. The manufacturer recommends doing a test on a small basis for compatibility. According to the Certanty Herbicide product label you would need to add water to the tank, then Certainty, then the Tenacity for the best mixture.
Certainty Herbicide is labeld for control Poa Trivialis but Certainty Herbicide is a post emergent herbicide that requires the target weeds to be actively growing in order for the Certainty Herbicide to kill or supress it.
The best time to apply Certainty for poa annua or for any of the other listed weeds on the label would be when they are actively growing. You should mix Certainty with a surfactant to increase its effectiveness.

Certainty Herbicide is safe to use around pets as long as it is used according to the directions on the product label. You do want to keep pets and people out of the area while the product is being applied and until it is completely dry. Once everything is dry, it is fine for everyone to return to the area.
While, Certainty Herbicide is labeled to treat Poa Annua, it will also kill your Fescue lawn. Instead, you could use Bensumec 4LF on Fescue turf. Bensumec 4LF is a pre-emergent broadleaf herbicide that provides season-long control of broadleaf weeds in all major turf grasses, including Fescue.
You may notice signs of the poa trivialis dying (discoloration-yellowing or browning) within 2-3 weeks after you have applied Certainty but it is normal not to see anything for at least a month. Per the product label, you can make an additional application 4 or more weeks after the initial application as needed. Best results are obtained when target weeds are actively growing & not disturbed by mowing for at least 2 days before and 2 days after application. Warm, moist conditions following application will accelerate activity; cold, dry conditions will delay activity. Drought stressed weeds are less susceptible.
Certainty is labeled to be applied to established St. Augustine turfgrass. Dismiss should NOT be applied to this type of grass as it is not labeled for any application on this species of turf. It is recommended to add a surfactant such as Non-Ionic Surfactant for Herbcides to Certainty.
There are no restrictions on mixing Drive XLR8 and Certainty Herbicide together, as long as you follow both the Drive product label and the Certainty product label for the type of turf that you have. You should always follow the more restrictive label when mixing herbicides, and we would recommend performing a small tank mix to be sure the two products are compatible before mixing a large amount of solution. Another option would be Solitaire Herbicide, which controls both nutsedge and crabgrass. You should not add a surfactant to Solitaire Herbicide. For southern grasses, another option is Dismiss South Herbicide. Dismiss also should be used without a surfactant.
For a post-emergent for dallisgrass, we would recommend using Certainty Turf Herbicide to supress the weed in bermudagrass. You will use 3-5 small scoops or 1-2 large scoops per gallon of water. This will treat approximately 1000 square feet.
For a pre-emergent, we would recommend using Dimension 2EW Herbicide. You will use 0.28 - 0.73 oz. per 1,000 sq. ft. Please check the product label for times to use the product.
