You right .4 oz is that the same as 4 oz? I'm reading .4 ounce as 4/10 of an ounce.

If you are referring to the product label for Grass Out Max referencing 0.4 fl. oz. / 1000 sq. ft., then you are correct in that 0.4 oz. is less than 1 oz., and would be the equivalent of 4/10 oz.
