Do I have to wait until mosquitoes are present to spray Talstar?

Talstar P (Talstar One) can be applied once monthly to the exterior of the structure and on foliage for mosquio control. If you treat the areas that the mosquitoes harbor, you will have great success. They do not have to be present for eradication.
