Bifen XTS is labeled for springtails and should do a great job for you. The time of day you spray is not very important as Bifen XTS will leave a long lasting active residual on treated areas. It is important to note that springtails are very hard to eliminate unless the moisture issue that brought them to the area to start with is fixed.
