No, Grandpas Diatomaceous Earth is not labeled nor recommended for mosquitoes.  For treatment of mosquitoes key is to apply a liquid insecticide to the underside of leaves on trees and bushes which is where the adults lay during the day.  We have a great guide here that can help.
