To make a spot application with Hi-Yield 2, 4-D Selective Weed Killer, you can mix 4 oz into 3/4 of a gallon of water. That mean that if all you need is one quart of solution, you will mix 1.3 oz into 32 oz of water.
Hi-Yield 2, 4-D Selective Weed Killer is not labeled to control buckthorn. It appears that either a product like Crossbow or RoundUp can be used to kill cut stumps. Apply immediately after cutting the stump to prevent resprouting. There is a great article here from the Dept of Natural Resources in Minnesota that can help as well.

If you are applying Hi-Yield 2, 4-D Selective Weed Killer in an area where animals will graze, then you would need to wait a minimum of 30 days after application before allowing animals back into the treated area. If you are applying in a non-grazing area, they would need to be kept out of the area while spraying and until the product dries completely.
Hi-Yield 2, 4-D Selective Weed Killer will treat for sticker or sand burs. We recommend also to make sure there is an adequate amount of water being applied to your turf as sometimes lack of water can cause sticker bur. Please make sure to follow the product label for application

Hi Yield 2, 4-D is not safe to be used on sensitive grasses such as Zoysia, Centipede and St. Augustine. Speedzone Southern? is labeled for Dollarweed and for use on St Augustine grass. According to the Speedzone Southern product label: The turf tolerance to this product may vary and temporary turf grass yellowing may occur on St Augustine. Do not apply Speedzone Southern to Floratam, Bitterblue or other improved species of St Augustine. Do not broadcast or spot spray St Augustine during the fall to winter transition or if temperatures are expected to fall below 40F within 10 days of the application. Hi-Yield 2, 4-D Selective Weed Killer is not labeled for eliminating lily pads. Rodeo Herbicide will kill Lily Pads. If you are making an application with a sprayer you would use 2 and 2/3 fluid oz. Rodeo per gallon water or 5 pints Rodeo per acre. Please refer to the product label for application. You can remove the dead plant matter or let it disintegrate naturally.
