No, Hi-Yield Weed and Grass Stopper with Dimension Herbicide can be applied before the grass is green but needs to be before soil temperatures reach 55 degrees to prevent the listed weeds from germinating.  This is typically done in the spring and fall but other areas may do summer applications.  We have a general lawn care schedule here that might help.
