When applying lime to the yard its usually done a week or two before applying a fertilizer, since the purpose of the lime is to improve soil composition and raise the pH to a level that allows the grass to uptake the nutrients better. You can still do the lime after using your Scotts Turf Builder Weed and Feed 3, and there isn't a set amount of time you would have to wait to put it down.
