Prowl does state on the label to only apply to established (grass with 6 or more tillers per plant) perennial cool season forage grass like fescue. You will need to wait until it is fully established before applying. Per product label when you can reseed areas depends on what area you are in and if applied in the spring or fall, as well as the amount of rain/irrigation the area received in the year.
Per page 13 of products label for annual or perennial grass crops or mixtures you would have to wait anywhere from 10-20 months.
