At this time of the year the eggs are hatching and the grubs are rapidly feeding and growing before they head deeper into the soil during the winter months.  The Milky Spore Powder will only affect the grubs so there is no waiting period after applying the product.  It is important that the product is in the soil while they are rapidly feeding. If you are going to be removing any soil, then it would be best to do those renovations first, and then apply the Milky Spore after so that you are not removing or disturbing the barrier.
