Is it recommended to use a starter fertilizer with the TifBlair Centipede Grass Seed if I'm using it to overseed?

Yes, for best results, you will want to use a starter formulation when applying TifBlair Centipede Grass Seed to help the new roots establish.  Fertilome New Lawn Starter Fertilizer 9-13-7 would be a good option.
