Unfortunately, Orthene 97 Spray Insecticide is not labeled to control gall midges on hibiscus plants. You could try using Bifen IT, it is labeled for midges. Otherwise we recommend contacting your local extension office to see if anything has been tested with success. According to this article by the University of California, gall midges can be hard to control with insecticides.
