Is the Non-Ionic Surfactant for Herbicides the same as an oil concentrate spreader-sticker?

I have non-ionic surfactant for herbicides on-hand and use it with both herbicides and fungicides. I will be using a product in the near future and it recommends an oil concentrate as a spreader-sticker. Would non-ionic surfactant for herbicides be successful as a substitute for the oil concentrate?
