The product label for Kinetic does list that it contains organosilicone surfactant but the manufacturer has not intended for it to be weather resistant so to speak.  This product provides rapid spreading and absorption of pesticide, fungicide and nutrient sprays into plant leaves and stems so while it does not make anything more weather resistant it does help increase the effectiveness of products that can make it seem more longer lasting.  The price is based on the technology and research that goes into making the product and is set by the manufacturers cost.

They are all basically the same thing, they are all actually non-ionic surfactants.  Depending on the herbicide you are using, it may or may not require the use of a surfactant with it.  Sometimes they require a surfactant that is of a certain percentage, and in that case you would want to use Dyneamic as it is 99%, which is a very high quality surfactant, which is why it is also the most expensive of the 3.  Most herbicides, though, don't specify, and the non-ionic from Southern Ag will work just great with most herbicides.

It is not recommended that you mix Neem Oil with a Kinetic Surfactant because you will likely burn your plants. Neem Oil is already an oil and does not need to be mixed with anything.

When used as directed on the product label Kinetic Nonionic Surfactant is safe to use and does not contain a pesticide.  It contains a proprietary blend of polyalkyleneoxide modified polydimethylsiloxane and nonionic surfactants.
