Yes, Martins Permethrin 10% can be used on dogs.
Per product label:
Dilute 8 ozs. in 12.5 gals. of water
Thoroughly wet the animal by dipping, sponging or spraying.
Allow animal to dry in a warm place without rinsing or
toweling. Do not reapply product for two to three weeks.
Consult a veterinarian before using this product on
debilitated, aged, pregnant or nursing animals on medication.
Martins Permethrin 10% is mixed at 1.33 fl oz per gallon of water (2.66 TBSP) per 1,000 sq ft for treating indoor pests. Please refer to the label for more details on mixing for outdoor areas also. Your cat should not be present during the application and while the surfaces are wet. Once the water has dissipated and dried, your cat could return. This should only take a couple of hours.
Martins Permethrin 10% is not labeled for boxelder bugs so would not be recommended. While it might kill them, the manufacturer either has not tested it against them or did and found it to not be very effective. A better recommendation would be to use the stronger Permethrin SFR which lists boxelder bugs on the label. It will not stain and is safe when used as directed on and around ornamental plants, do not apply during the heat of the day to avoid burning. You would use 1 2/3 fl oz per gallon of water and thoroughly spray tree trunks (if found on), building siding or wherever pests congregate, but not to the point of runoff.
Martins Permethrin 10% is labeled to control grubs as directed on page 4 of the product label. Thoroughly wet down grass a few hours before applying. Home lawns should be no taller than 3 inches at time of application. Slightly more water may be used as long as the amount of product per area is as listed below. For heavy infestations, repeat application after 2 weeks. For grubs, use 1 1/2 fl. ozs. in 10 gals. of water to cover 1,000 sq. ft.

Martins Permethrin 10% would be mixed with water only and applied at the following rates and instructions on cattle:
Dilute 8 ozs. in 50 gals. water
Dilute 1 pt in 100 gals. water
Dilute 1 qt. in 200 gals. water
Dilute 2 ozs. in 1 gal. water
Dilute 1 pt. in 8 gals. water
Spray to thoroughly cover entire animal. For lice or mites a second treatment is recommended 14-21 days later. Spray lactating dairy cows only after milking is completed. SPOT TREATMENT - LOW PRESSURE SPRAY Apply 1/2 oz. per ear or 2-4 oz. on face or 12-16 oz. along the backline.
Permethrin SFR would be the alternate product that is labeled for mixing with diesel oil for backrubber: 4 fl. oz. to 10 gallons diesel oil or suitable mineral oil 0.125% AI Backrubber, self oiler. Keep rubbing device charged. Results improved by daily forced use.
