No, Martin's Permethrin 10% can be only applied to listed animals exactly as directed on the product label as a spray, dip, or sponge. Permethrin works on listed insects by contact only (not systemically) and could be very harmful to animals if used incorrectly.
You will use 8 fl oz. of Permethrin 10% in 12.5 gals. of water. Thoroughly wet the animal by dipping, sponging or spraying. Allow animal to dry in a warm place without rinsing or toweling. Do not reapply product for two to three weeks. Consult a veterinarian before using this product on debilitated, aged, pregnant or nursing animals on medication.
Martins Permethrin 10% is not labeled for boxelder bugs so would not be recommended. While it might kill them, the manufacturer either has not tested it against them or did and found it to not be very effective. A better recommendation would be to use the stronger Permethrin SFR which lists boxelder bugs on the label. It will not stain and is safe when used as directed on and around ornamental plants, do not apply during the heat of the day to avoid burning. You would use 1 2/3 fl oz per gallon of water and thoroughly spray tree trunks (if found on), building siding or wherever pests congregate, but not to the point of runoff.
Martin's Permethrin 10% is labeled for mites and fogging poultry houses, swine houses, cattle and horse barns, etc. Per the label, “FOG OR FINE MIST: Apply, directing the spray toward the ceiling and upper corners until the area is filled with mist. Remove animals prior to treatment, ventilate before reoccupying. Dilute 8 ozs. in 6.25 gals. water.”

Neither Martins Permethrin or any other permethrin concentrate product that we carry or others carry should be used on clothing for anyone unless the product label specifically says you can use it in that manner and gives you the mix rates for that use.
