Mix ratio in the Ranger Pro Herbicide label or my calculation is incorrect??

The table in section 5.2 on the label shows 2% for 1 gallon uses 2 2/3 fl oz = ~76 mL of 41% glyphosate. My calculation is as followed: 41% to 2% is 20.5 dilution (41/2 = 20.5). So a gallon of 2% glyphosate would be (1 gallon / 20.5 = 0.04878 gallon, which is around 184 ml. That's different from 76ml from the label, which is correct one to dilute??
