Per the manufacturer: The way to think about it is that it affects seed germination, and once the plants have emerged from the ground and are actively growing, it is safe to spray. So, let the beans come up and then spray over them and water into the soil. Or you can let your normal garden irrigation do that for you.
Monterey Vegetable & Ornamental Weeder is not labeled to kill burweed. We would recommend using a non selective such as Roundup to kill any actively growing weeds in the area where you will be planting the garden as you can seed or plant after 2 weeks.
The Monterey Vegetable & Ornamental Weeder is not labeled for use around any berry plants. It has a very limited range of edible crops that it can be used around and specific timing of application around each. We do carry a product called Casoron Herbicide which is a pre emergent labeled for a wide variety of edible berry plant species.

This is because when you start planting you will usually till the ground, which would disturb the application. With that being said, you could apply now and get some winter control around established plants.
