Must a plant have leaves for the Helena Crossbow Herbicide brush chemical to be effective?

I live in southern Illinois in Bond county I was wondering if applying Crossbow brush killer to plants without leaves will be effective or must I wait until they put on leaves. The temperature today is going to be around 50

Answer:

Helena Crossbow Herbicide should be applied when target weeds/brush are actively growing. If they are dormant it would not affect them but the plants do not have to have leaves, you can apply in cooler temps though if needed.  Just make good contact with all plant surfaces/stems
