Should the Contrac Rodent Pellet Place Pacs Rodenticide be opened or left sealed?

I have the Contrac Rodent Place Packs, and I have read all the instructions for use. I'm just not sure where it says to open the packs or not. I have NOT opened them, but I've placed them closed in cupboards and closets today.

It is not recommended or required to open the place packs such as Contrac Rodent Pellet Place Pacs Rodenticide. Gnawing and chewing paper, cardboards, etc is a natural behavior when rodents are in search of food or nesting supplies.
