The only relevant application specification is amount of Barricade 4FL Pre-Emergent Herbicide (Prodiamine) per square feet, the amount of water volume is not important as long as you use enough to cover 1000 sq ft, is that not correct?

Why do the reference of active per gallon when it isn't the important information?

Yes, you are correct. As with most herbicides the exact volume of water is not very important, you just need to be sure you are getting the correct amount of product on a specific area, such as 1,000 sq. ft.  What you are referring to on the label is the total amount of active ingredient that is in each gallon of product.
