When is the best time of the year to fertilize trees and plants with Osmocote Blend 18 - 5 - 12 (5 - 6M)?

I have trees oaks, roses and during the summer tomatoes, jalapeno peppers and eggplants.

Osmocote Blend 18 - 5 - 12 (5 - 6M) is labeled to be used in nursery stock, foliage, flower beds, and landscapes. It would be best to be used at the peak growing time of the plants which would be around spring time for most plants.
