Catt Plex is a post-emergent herbicide, so you can use it any time the target weeds are actively growing. Post-emergent herbicides like this one containing glyphosate will not work well if the plants are not growing, so if the plants have stopped growing, then you may consider physically cutting them down and then applying if/when you see regrowth.
