When I spray a liquid fungicide, the level of solution is not going down. How can I fix this on the Chapin Wet / Dry Hose-End Sprayer?

I already tried spraying the underside of the lid and moving the quantity lever back and forth from 3 to 21 but it's still not sucking out the solution, except for about a second when I first start to spray.
