When using Grass Out max is it more important to spray the targeted weed grass or the soil it is growing in?

I want to kill specific weed grass plants growing in a shrub bed.

Grass Out Max (Clethodim Herbicide) should be sprayed directly on the grassy weeds themselves. It is highly recommended that you use a surfactant with this product for best results.
