Why cannot Monterey Vegetable Garden Soil Insecticide be shipped to over 40 states?

Is this a typo or what? If it is indeed not to be shipped to over 40 states, then I figure this must be the good stuff. The listed active ingredient is only bifenthrin, so why the ban?
