Why does Bonide All Season Horticultural Spray Oil restrict use on Southern CA orange trees to Jul-Sept?

I'm in Southern California, purchased Bonide All Season Horticultural Spray Oil for use right away on my dwarf orange tree and was surprised to see that it's usage is restricted to July through September, the hottest months of the year.

Bonide All Seasons Horticultural Spray Oil is only labeled to be used during the growing season on oranges for the listed pests as that is when they are active.  The only other restriction is not to apply when temperatures are above 90 degrees as oils can injure plants due to the high heat.  You can apply in the morning to avoid the heat of the day
