Why is there a delay of 3 weeks for planting vs 2 yrs for garden vegetables with Crossbow Herbicide?

Previous answers had some suggestions with replanting timelines and I'm curious if it's due to human consumption or plant growth with the previous responses

Correct, the replanting time will be considerably longer for vegetables for human consumption when using Helena Crossbow Herbicide as it is not labeled to be used around them and traces can persist in the soil for up to 2 years.
