Will Hi-Yield 2, 4-D Selective Weed Killer kill fish?

After contacting my Ag center I was told 2,4-D could be used to kill or maintain lotus in s fish pond yet I see one question about this and claims it would kill fish. Could Hi-Yield 2,4-D be used to maintain lotus with bass and brim?

Answer:

Per the product label for Hi-Yield 2, 4-D Selective Weed Killer:  This pesticide may be toxic to fish and aquatic invertebrates. Do not apply directly to water, to areas where surface water is present, or to intertidal areas below the mean high water mark. Drift and runoff may be hazardous to aquatic organisms in water adjacent to treated areas. Do not contaminate water when disposing of equipment wash waters or rinsate.
