Will Monterey Horticultural Oil kill powdery mildew on citrus?

Answer:

Monterey Horticultural Oil is an insectidie only, it would but used to treat fungus like powdery mildew.  Ultra-Pure Oil Horticultural Insecticide, Miticide and Fungicide would be a better option.
