Will Tordon RTU Specialty Herbicide treat and prevent Black Locust Tree Saplings?

We are trying to kill black locust tree saplings (like 50-100 of them) growing in an arena. Can this be used on the saplings and then can it be sprayed to prevent further ones from sprouting?
